One more thing... oil in the air filter?

I also have one more thing. Is there supposed to be oil in the bottom of the air filter? I went to clean it and there is a puddle of oil in the bottom of the compartment and the bottom of the filter has a little oil on it. One of my friends said this happens when the bike is tipped over? Should i drain the oil?
